NOTE: The corresponding white uniform will also be supplied. Articles comprised in the H.K.N.V. kit for Ratings remain the property of the Force.

CEREMONIES.

7.-(1) The Force will be inspected annually by the Com- modore or by a Naval Officer deputed by him.

(2) Full Naval honours at the funerals of members of be the Force who die otherwise than under training may rendered at the discretion of the Commanding Officer, subject always to the proviso that no expense falls on Naval funds.

(3) Drill Ships and Shore Establishments if supplied with the necessary material should wherever possible "Dress Ship" in accordance with Article 93 of the King's Regulations and Admiralty Instructions.

PERMANENT STAFF.

8. (1) The permanent Staff comprises the R.N. Instruc- tors as shown in Table B in regulation 4.

(2) The conditions of service, of all Members of the per- Pro- manent Staff shall be as laid down by the Commodore : vided however that their remuneration, if any, if payable from the revenues and assets of the Colony shall be determined by the Governor in Council.

(3) The officer Instructor will be appointed by the Ad- miralty, being selected from Officers on the Active List of the Royal Navy of and below the rank of Commander.

The Officer Instructor is purely a Staff Officer and is not entitled to take command of any of the H.K.N.V. when an Officer of the Force is present, except for the purpose of instruction.

An Officer Instructor is appointed to give instruction to the Force. He is subject to the orders of the Commanding Officer, and he is required to assist him in carrying on the Naval duties of the II.K.N.V. but he is not to take any part in its civil affairs, except where expressly authorised by these regulations.

He is to superintend the Drills and Exercises of the H.K.N.V. and is, under the Commanding Officer, to have control over the Petty Officer Instructors as regards their dis- cipline and duties as instructors.

(4) P. O. Instructors will be appointed by the Com- modore. They may be employed on clerical work, supervi- sion of repairs and general duties connected with the Force under the authority of the Officer Instructor, provided their instructional duties are not interfered with.

They are purely Staff Petty Officers and are not entitled by virtue of their Naval Rank to take the command of any of the H.K.N.V. when a Petty Officer of the Force is present except for the purpose of instruction.

They are to consider the Officer Instructor as their im- mediate Superior and apply to him in all matters that may be necessary.

They are expected on all occasions to set an example to the H.K.N.V, and they will only be allowed to retain their positions so long as they conduct themselves and perform their duties satisfactorily.

Each Petty Officer is to keep such record of the Drills carried out under his supervision as the Officer Instructor may require.

ENTRY AND APPOINTMENT OF COMMISSIONED AND WARRANT

OFFICERS AND CADETS,

9. Alk commissioned and warrant Officers and Cadets of Entry and the Force are appointed by the Governor and receive appoint- appointment ments. warrants or commissions in a similar manner to Officers and Cadets. and Cadets of corresponding rank in the R.N.

All Candidates recommended by the H.K.N.V. Committee will be nominated by the Commodore for appointment, warrant or commission.

Officers who have resigned their commissions in the R.N., R.N.R. or R.N.V.R. may apply for entry in the Force.

All Candidates for entry must satisfy :-

(a) A Medical Board that they are physically fit for service in the branch which they wish to enter.

(b) The II.K.N.V. Committee that they have the qualifica- tions required of an Officer or Cadet.

All commissioned and warrant Officers and Cadets will be entered on probation and will not be confirmed until they have-

(a) Served for a year as probationary.

(b) Been recommended as suitable by the Commanding Officer.

Branch.

The Special Branch of the Force will consist of those who Special have no qualifications for and are not required to perform executive, engineering, medical, accountant or chaplains duties, but who are required as specialists in certain subjects such as Civil Engineers, Chemists, Designers, Professors, Artists, Interpreters, etc.

HONORARY COMMISSIONS.

Commissions.

10. The Force is allowed an Honorary Commander and Honorary such other Honorary Officers as the Governor may think fit to sanction.

Such Officers may wear the uniform of their respective ranks on ceremonial occasions in the Colony. If worn, it must be that which is appropriate to the occasion.
